frightening accident that injured 17. good morning i'm katie marzullo in for cheryl jennings. >> and i'm kristen sze. amtrak is telling passengers even though trains are running again they should expect delays. early indications of what might have again wrong. amy hollyfield joins us from the scene. >> reporter: questions about how the two rains were on the same track going in opposite directions or why they crashed

into each other. amtrak released a written statement. in that statement it says nothing about how this happened or what can be done in the future to prevent it. the two trains hit head-on. they were going in opposite directions on the same track. one pulling into the station the other was unloading. >> all of a sudden we hear this big explosion we thought waits a forklift. >> reporter: amtrak described the incident as a low speed crash those who experienced it says it was scary. >> i was on my phone then heard a big crash and didn't know what happened everyone got off the train. a couple people hurt. >> my brother fell off his wheelchair rolled back, got a nick on the face now he's in agony from his neck down to his back. >> reporter: 17 people were hurt. the injuries were minor from bumps and bruises to a broken arm. act tram isn't saying what

caused the -- amtrak isn't saying what caused the crash a firefighter says one of the operators was to blame. >> the train that was moving ran a red signal, according to amtrak representative. and hit the stationary train head-on. >> reporter: crews worked into the morning to repair the track and move the two trains. the oakland station was closed until 8 a.m.. some commuters showed up at their stations about the hope the tracks would be clear in time to get them to work. >> we -- we were told we would be bused in but it wasn't necessary it cleared by the time we came through. >> reporter: the federal raid road administration is investigating so is union pacific. right now no official answers as to how these two trains could crash at all and why it would be a head-on collision.

firefighters pulled out with one person suffering from smoke inhalation that person was taken to a hospital but is fire inspectors are still on the scene no word on what caused the fire. oakland's mayor and city administrator are set to name a new interim police chief this afternoon. chief batts resigned tuesday. he will officially leave early november. batts says he can't manage the department with the resources and bureaucracy he's facing. assistant chief jordan is expected to take over. he served in the role for seven months in 2009 following the resignation of chief tucker. new report indicates foreclosures are on the rise again. the number of homes that received a first time default notice is up 14% from last quarter. california has the second highest foreclosure rate in the u.s.. 1 in 88 homes in the state has

received a foreclosure notice last quarter. the increase is seen as a sign that banks are moving more aggressively against borrowers. real estate experts say a revival in the housing market is not likely as long as there's a glut of potential foreclosures. ceo of solyndra has stepped down. new court documents show he resigned last friday, two weeks after he appeared before a congressional panel and refused to answer questions about the 500 million dollar government loan guarantee solyndra received. the san franciscon1lóy chronicle reports so solyndra -- solyndra wants to our todd nielsen who served as bankruptcy trustee for former boxer mike tyson. a day after ing wells far held quarters activists are turning their attention to another subject, public education. organizers plan to rally

42-year-old scott evans dekraai has been arrested on suspicion of murder. friends of the owner says he was the ex-husband of a stylist who worked there and was involved in a custody balance. >> we knew him to be a problem. with weapons, -- and we kind of thought this in the back of our hearts it was like this could happen. it was no surprise. i didn't have to ask who did it we knew it was him. >> seal beach police officers arrested dekraai a half mile away from yesterday's shooting rampage. investigators found a number of weapons in his truck. three uc berkeley grads will meet with secretary of state hillary clinton this afternoon. sean bauer, josh fattal, sarah shourd and their families will be at the state department in washington, d.c.. bauer and fattal were released from a tehran prison last month after more than two years.
